SCHOLORSHIP SCHEME

The Department of Social Welfare awards scholarships to the students belonging to scheduled caste community,other backward class  ,watal  mochies and disabled students.The eligibilities criteria and rates of scholarships are decided by the District level committee as per the provisions of the Government Order No;-382-SWD of 2008 Dated;- 29-12-2008.
Recognised Scheduled Castes:-The constitution of Jammu and Kashmir Scheduled Caste Order 1956 C.O -52 recognizes following castes as schedules castes;-

Eligibility:

  1. Attendance 80% for regular classes.
  2. %age of Marks in Previous Examination 55% from 6th to 10th.
  3. Income bar:    For SC no bar.

Process:-         Proposals from Head of Institution to Chief Education Officer and after consolidation and verification the proposals are being submitted to the District Social Welfare Officer  .
Sanctioning Authority
, The proposals are sanctioned  by District Level Committee consisting of following Composition;-
(District Development Commissioner Chairman, District Social Welfare Officer, Member Secretary and Chief Education Officer )

  1. Re – Imbursement of Examination fees SC/OBC:  Fees of Board Examination for 10th Class is reimbursed for SC no income bar, for OBC 2100/P.M

 

  1. Stipend to ITI Students SC/ST/OBC:
  2. Rs. 100 / p.m, for income 500/p.m
  3. Rs. 75 / p.m, for income 750 / p.m.
  4. Rs. 50/ p.m, for income 1000/p.m.

Process:
Proposals from Head of Institution to Tehsil Social Welfare Officer,/District Social Welfare Officer Sanctioned by District Development Commissioner Kishtwar .
            Documents Required:-

  1. Income Certificate from Tehsildar.
  2. Cast Certificate.
  3. Disability Certificate for Handicapped Students.
  4. In case of students who,s parents are engaged in unclean occupation the candidates have to submit a certificate that one ore both parents are engaged in unclean occupation.

 

Pre – Matric Scholarship to Students of Minority Community:

1.BACKGROUND :
The Prime Minister’s New 15 Point Programme for the Welfare of Minorities was announced in June, 2006. It provides that a pre-matric scholarship scheme for meritorious students from minority communities would be implemented.
2.OBJECTIVE :
 The scholarship at pre-matric level will encourage parents from minority communities to send their school going children to school, lighten their financial burden on school education and sustain their efforts to support their children to complete school education. The scheme will form the foundation for their educational attainment and provide a level playing field in the competitive employment arena. Empowerment through education, which is one of the objectives of this scheme, has the potential to lead to upliftment of the socio economic conditions of the minority communities.
3.SCOPE :
The scholarship will be awarded for studies in India in a government or private school from class I to class X, including such residential Government institutes and eligible private institutes selected and notified in a transparent manner by the State Government and Union Territory Administration concerned.
4.ELIGIBILITY :
 Scholarship will be awarded to the students who have secured not less than 50% marks in the previous final examination and annual income of their parents/guardian from all sources does not exceed Rs. 1 lakh.
5. DISTRIBUTION :
Muslims, Sikhs, Christians, Buddhists, Jains and Zoroastrians (Parsis) have been notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992. The distribution of scholarship among the States/Union Territories will be made on the basis of population of minorities in the States/Union Territories of Census 2001.(*This would be changed when figures of 2011 Census is available).
6. EARMARKING FOR GIRL STUDENTS :
 30% of scholarship will be earmarked for girl students. In case sufficient number of eligible girl students are not available, then the balance earmarked scholarships may be awarded to eligible boy students.
7. SELECTION :
As the number of scholarships for minorities available in a year is fixed and limited it is necessary to lay down preference for selection. Inter-se selection weightage is to be given to poverty rather than marks. In case of the renewal applications, such applications would be fully exhausted before the new applications are considered.
8. DURATION :
The scholarships will be provided for the entire course. Maintenance allowance will be given for 10 months only in an academic year.
9. RATE OF SCHOLARSHIP :
 Actual financial assistance will be provided for admission/tuition fee and maintenance allowance as given below subject to a maximum ceiling indicated against item concerned:

*Hostellers include students who are staying in hostel of the school/institute concerned or those provided by the State Government/Union Territory Administration concerned.
Process:- the students have to apply through online mode on www.nationalscholarshipportal.gov.in
NOTE : Documents for scholarship upto an amount of Rs. 50,000/- are not required to be uploaded except Scholarshiip under Merit Cum Means on Website but kept at institution level along with hard copies of scholarship form.
Documents Required:-

    • Self Attested Photo with Signature.
    • Income declaration on affidavit for self employed parents/from employer to employee as the prematric scholarship is provided to the students belonging to minorities having annual income less than Rs 1.00 lacs .
    • Proof of Permanente Residence.
    • Receipt/acknowledgement of fee paid in previous years counter signed by Head of Institution.
    • Minority Community declaration Affidavit on non – judicial stamp paper.
    • Aadhar card and 16 digit bank account number.

NFBS (National Family Benefit Scheme)

The death of a “primary bread winner” (male or female)should have occurred while he or she is in the age group of 18-59 years. Rate of assistance: one time assistance of Rs. 20000/- w.e.f. 18-10-2012.

Requirement:

  1. Age Proof
  2. BPL Ration Card/Certificate Issued by  BDO.
  3. Death Certificate of the Husband
  4. Certificate of non remarriage
  5. Adhaar card

NFBS (National Family Benefit Scheme)

The death of a “primary bread winner” (male or female)should have occurred while he or she is in the age group of 18-59 years. Rate of assistance: one time assistance of Rs. 20000/- w.e.f. 18-10-2012.
